On December 22, 2019, at 9:49 p.m., the Palo Alto County Sheriff’s Office investigated a theft that occurred at the Palo Alto County Jail. Upon investigation it was determined Andrew Mammen (19) of Ayrshire, IA. stole a phone calling card from another inmate while he was incarcerated at the Palo Alto County Jail. Mammen used the card to make two phone calls from the jail phone. As a result of Mammen’s actions, he was charged with theft in the 5 degree, a simple misdemeanor. Mammen remains incarcerated at the Palo Alto County Jail where he awaits an initial appearance in front of a judge.
A criminal charge is merely an accusation and the defendant is presumed innocent unless and until proven guilty in a court of law.
