On 11-19-2018 at 09:01am, the Palo Alto County Sheriff’s Office recieved a driving complaint in the 3800-Blk of 460Ave., south of Emmetsburg. The vehicle in question was stopped in the 200-Blk of N 5th St in Mallard.
Subsequently, Patrick J. Lynch, age 64 of Ayrshire, Ia., was arrested for OWI (2nd) aggravated mis and Carrying a Dangerous Weapon while intoxicated, serious mis. Lynch was transported to the Palo Alto County Jail.
A criminal charge is merely an accusation and the defendant is presumed innocent unless and until proven guilty in a court of law.
