Car vs Deer Accident

 On 7/19/2015 at approximately 9:00 p.m., the Palo Alto County Sheriff’s Office investigated a car vs. deer accident in the 5000 block of 460th Ave. It was determined that a 2013 Jeep owned and being driven by Nathan Lloyd Franksain, age 28 of Slater, IA, was southbound on 460th Ave in the 5000 block when a deer emerged from the east ditch. As this deer entered the roadway, the Franksain vehicle made contact with the deer causing $2000.00 in damages to the Franksain vehicle. There were no injuries reported in the accident.        

Arrest

On Saturday, July 18, 2015, at approximately 5:05 p.m., the Palo Alto County Sheriff’s Office arrested Kimberley Priester, 47, of Estherville on a valid Palo Alto County warrant for contempt of court. The warrant stems from an original charge of possession of a controlled substance 2nd offense, an aggravated misdemeanor. Priester was transported to the Palo Alto County Jail, without incident. Priester was unable to post $750.00 bond, and was booked in to await an initial appearance before a magistrate.

Single Vehicle Accident

On Wednesday July 15, 2015 at approximately 9:00pm the Palo Alto County Sheriff’s Office was called to a single vehicle accident where two people were injured. Deputies arrived on scene at 9:12pm to find a 1955 Chevy Belaire driven by Alan Leslie Fay of Emmetsburg in the east ditch in the 4400 block of 420th Av. Fay was heading south in the above location when he lost control of the vehicle and entered the east ditch. The vehicle hit the embankment and spun around ejecting both him and his passenger, Carissa Kay Fay.

 

Alan Fay was checked out on scene by the ambulance and was not transported. Carissa Fay was taken by ambulance to the Palo Alto County Hospital for possible non life threatening injuries. Damage to the vehicle was estimated at approximately $2000. Alan Fay was charged with violation of the conditions of a restricted license, operating a non registered vehicle, failure to prove insurance-accident related, failure to maintain control, and failure to wear a safety belt.

 

Assisting the Palo Alto County Sheriff’s Office at the scene were the Emmetsburg Fire Department and the Emmetsburg Ambulance services.

Accident

On 07/14/2015 the Palo Alto County Sheriff’s was called to investigate a two vehicle accident that occurred at the intersection of 560th Avenue and 475th Street. Upon investigation it was determined that a 1997 Chevy C2500 driven by Andrew Blauer of West Bend was stopped at the stop sign at the intersection of 560th Avenue and 475th Street, waiting to make a left hand turn on 475th Street when he was struck from the rear by a 2001 Ford Taurus driven by Allan Lee Minkler Jr. of Pocahontas. The Minkler vehicle struck the rear passenger side of the Bleuer vehicle and continued through the T-intersection coming to rest in the south ditch. Damage to the Chevy is estimated at $2,000.00 and damage to the Ford is estimated at $6,000.00. No injuries were reported on scene. Minkler was cited for following too closely.      

Arrest Warrant Served

On 7-14-15 at 12:15 p.m., the Palo Alto County Sheriff’s Office arrested 18 year old Andrey Plantz of Rolfe, Iowa on a valid Palo Alto County warrant for theft in the 2nd Degree, a class “D” felony. This arrest stemmed from a complaint of a stolen 2012 Polaris Ranger from Curlew on the 24th of April. Plantz was not able to post the $9750.00 cash only bond and was jailed.

Arrest Warrant Served

On 7-13-2015 at 11:30, the Palo Alto County Sheriff’s Office arrested 57 year old Ronald Moriarty of Renwick, Ia. on a valid Palo Alto County warrant for Probation Violation. Moriarty was unable to post the $5000.00 bond and was subsequently transported from Humboldt to Palo Alto County and was jailed.

Arrest Warrant Served

 

On 07-13-15 at 9:25 p.m. the Palo Alto County Sheriff’s Office arrested Melissa Ann Nissen (21) of Ruthven on a valid Palo Alto County Warrant for Child Endangerment and Domestic Abuse Assault. There was no bond on this warrant until initial appearance before the judge. Nissen was transported without incident to the Palo Alto County Jail where she was placed in jail to await her appearance before the judge.

 

 

Single Vehicle Accident

On Saturday July 11, 2015 at 8:33pm, a Palo Alto County Deputy was westbound in the 3600 block of Highway 18, near Ruthven, IA, when an eastbound vehicle lost control in front of the deputy. The tire of a 1997 Ford Explorer, driven by Kristen Lee Ramirez (27) of Ayrshire, IA came completely off the vehicle. The Explorer entered the south ditch sideways causing it to roll twice. An 8 year old child in the back seat was ejected from the vehicle during the rollover. The deputy was able to avoid being involved in the accident and immediately rendered aid to the driver and her 3 passengers. Ruthven Fire and Ambulance as well as the Palo Alto County Ambulance responded. All 4 people in the Explorer were transported to the Palo Alto County Hospital where they were treated for non-life threatening injuries. Ramirez was issued a citation for Failure to Secure a Child Under 18.

Arrest – Traffic / Theft 2nd Degree

On 7/11/2015 at approximately 11:01 p.m., the Palo Alto County Sheriff’s Office arrested Viktor Vechirko, age 23 of Wesley, IA, for Operating while under the Influence (OWI)-1st Offense, a serious misdemeanor. Vechirko was also cited for failing to have a valid driver’s license and speeding which are traffic violations. Vechirko was stopped while operating a 2001 Dodge Ram Truck. At approximately 12:36 a.m., the Palo Alto County Communications received a 911 call reporting this vehicle had been stolen from a residence in Ruthven. As a result of this information, Vechirko is also being charged with Theft 2nd Degree-a Class D Felony. Vechirko was booked into the Palo Alto County, without incident, to await his initial appearance before a magistrate.

Accident

On Friday, July 10th, 2015, at approximately 10:20 p.m., the Palo Alto County Sheriff’s Office received a call for a car/deer accident in the 2700 block of 420th Avenue (Highway 4). Following an investigation, the Palo Alto County Sheriff’s Office determined that Zulan Su, 37, of Estherville was driving a 2006 Toyota Sienna southbound in the 2700 block of 420th Avenue. A deer entered the roadway from the east ditch and was struck by Su’s vehicle. There were no injuries reported in the accident. There is an estimated $3000.00 damage done to Su’s vehicle.
