Single Vehicle Accident

On 08/02/2016 at 8:09 a.m. the Palo Alto County Sheriff’s Office received a call in reference to an attempt to locate on Wendy Lea Rosenwinkel of Ruthven. The caller advised that Rosenwinkel had called advising that she had ran out of gas but had no idea where she was located. Rosenwinkel was driving her green 2004 Cadillac CTS. At 8:14 a.m. the Sheriff’s received a call from a concerned citizen of a green Cadillac that was located in a corn field at the intersection of English Road and 410th Street. When Deputies arrived on scene they determined the Cadillac belonged to Rosenwinkel. Upon further investigation it was determined that sometime during the overnight hours Rosenwinkel was northbound on English Road when she lost control of the vehicle and drove off of the T-intersection. Rosenwinkel struck two county road signs and came to rest in the corn field.
Damage to Cadillac is estimated at $2,000.00. The damage to the county road signs is estimated at $800.00 and the corn field received an estimated $100.00 in damage. No injuries were reported on scene. Rosenwinkel was issued a citation for Failure to Maintain Control.

Car Deer Accident

ON SUNDAY, JULY 31ST, 2016, AT 19:16, KIM MARGES, 35, OF EMMETSBURG, WAS DRIVING HER 2006 BUICK LUCERNE NORTHBOUND IN THE 4200 BLOCK OF 380TH AVENUE. A DEAR ENTERED THE ROADWAY FROM THE EAST DITCH AND WAS STRUCK BY THE PASSENGER SIDE QUARTER PANEL OF MARGES VEHICLE. MARGES VEHICLE SUSTAINED $1,000 DAMAGE. MARGES DID NOT SUSTAIN ANY INJURIES IN THE ACCIDENT.

Warrant Arrest

Following a traffic stop on 07/25/2016 at 9:34 a.m. the Palo Alto County Sheriff’s Office arrested David Regalado, 22, of Mission Texas on valid no bond Texas warrant. The warrant was for a parole violation on the original charge of Burglary. Regalado was transported to the Palo Alto County Jail, without incident, where he was booked in to await his extradition to Texas.

Warrant Arrest

On 07-24-16 at approximately 4:22 pm, the Palo Alto County Sheriff’s Office arrested Jessica Joy Altenburg of Sibley, Ia on a valid Palo Alto County arrest warrant. The original charge was for contempt of court for failure to pay court fines and for violation of probation. Altenburg was unable to post the $6250 cash or surety bond and was transported without incident from the Clay / Palo Alto County line to the Palo Alto County Jail and was placed in jail to await her appearance before the magistrate.

Single Vehicle Accident

On 07-23-16 at 4:07 pm, the Palo Alto County Sheriff’s Office received a call about a rollover accident at 4799 460th Ave., just one mile north of Mallard. A 2004 Pontiac Vibe, owned and driven by Chi Khai of Storm Lake, was heading north on 460th Ave. when the vehicle left the roadway on the shoulder. Khai over corrected in the attempt to bring the vehicle back onto the roadway and lost control of the vehicle. The vehicle went across the roadway and entered the west ditch, struck the embankment which caused the vehicle to roll. The vehicle ended up on the tires facing southeast. Khai and a passenger Yaw La Kyi, also of Storm Lake, received minor injuries, and were checked out on scene by the ambulance.

Damage to the vehicle was estimated at $10,000 and was considered a total loss. Khai was issued a citation for failure to maintain control.

Assisting the Palo Alto County Sheriff’s Office was the Emmetsburg Ambulance service along with the Mallard Fire Department and the Mallard First Responders.

Single Vehicle Accident

On July 23, 2016 at 7:09am, the Palo Alto County Sheriff’s Office investigated a one vehicle rollover accident approximately 1 1/4 miles southeast of Emmetsburg on 380 St.

A 2004 Chevy Impala, driven by Antonio D. Cameron age 24, of Algona, Ia. was eastbound in the 4800-blk of 380st. when he lost control on the gravel, slid into the north ditch and rolled into the bean field.

No injuries were reported at the scene and the chevy was considered a total loss. Cameron was cited for failure to maintain control and Failure to have financial liability- accident related.

Two Vehicle Accident

On 07/20/2016 at 9:44 am the Palo Alto County Sheriff’s Office received a report of a two vehicle accident in the 4400 block of 380th Avenue. Upon investigation it was determined that a 2000 Chevy Silverado driven by Payton Dale Gibbons of Sanborn was southbound on 380th Avenue when he crossed the centerline and struck a northbound 2000 Peterbilt driven by Andrew Dwight Winter of Lake City. Damage to the Peterbilt is estimated at $1,100.00 and the damage to the Chevy is estimated at $550.00. There were no injuries reported on scene. Gibbons was issued a citation for Failure to Yield Half of the Roadway.

Car Deer Accident

On Monday July 18, 2016 at 3:45 pm, a 2007 GMC Yukon owned by Sarah Harson of Emmetsburg and driven by Jami Lynn Vanderhoff of Spencer, was heading east in the 5700 block of 390th St east of Cylinder, when it collided with a deer that entered the roadway. Damage to the GMC was estimated at $2000. There were no injuries reported in this accident.

Death Investigation

On 7-13-2016 at 06:33 AM., the Palo Alto County Sheriff’s Office received a call concerning a possible deceased person found at the intersection of 460 Street and 380 Ave, 4 miles south of Aryshire, Ia. Upon arrival, the Sheriff’s Office located a deceased 47 year old male, with a severe head injury, laying on the ground next to his upright motorcycle. Palo Alto County Coroner pronounced the male dead at 07:32 AM.

The Iowa Department of Criminal Investigations assist with the investigation and the body was transferred to the State Medical Examiners Office in Ankeny, Ia for autopsy. Items recovered from the scene were collected and will also be sent to the DCI Lab in Ankeny for examination.

The name of the male is not being released pending family notification.

The Palo Alto County Sheriff’s Office was assisted by the Ayrshire First Responders, Palo Alto County Ambulance Service, Ayrshire Fire Department and the Iowa State Patrol.

Domestic Assault Arrest

On Saturday July 09, 2016 at 9:46pm the Palo Alto County Sheriff’s Office received a 911 call of a domestic accuring at 1409 Center St. in Ruthven. Deputies arrived on scene to investigate and Jessy Ray Hoffmeyer (33) of Ruthven had fled the scene. After investigatin it was determined Jessy would be charged with Domestic Simple Misdemeanor Assault and Serious Misdemeanor Assault on a second person at the residence. Spencer Police located Jessy and placed him into custody. Deputies made arrangments with Spencer Police and Jessy was transported to the Palo Alto County Jail where he was booked into jail on the domestic and assault charges.
