At 9:05 p.m. on 11-2-2018, the Palo Alto County Sheriff’s Office cited Dalton Bunda (18) of Emmetsburg, Ia., and Kason Guinn (20) of Emmetsburg, Ia., following an investigation into illegal dumping of tires and other solid waste in the 4800 Block of Brushy Bayou Rd. Bunda and Guinn were both cited for the civil infraction of Discarding of Solid Waste – 1st Offense, and released on a promise to appear at a later court date. The penalty for Discarding of Solid Waste is defined in IA code section 455.307A. For the first offense, a civil penalty of one thousand dollars may be imposed.
A criminal charge is merely an accusation and the defendant is presumed innocent unless and until proven guilty in a court of law.
