Drug Arrest and Search Warrant

On Friday, March 10, 2017, at 4:47 p.m., the Palo Alto County Sheriff’s Office arrested Randel Millican (29) and Lana Finnestad (26), both of Emmetsburg on valid Palo Alto County warrants. The warrants stem from an ongoing drug investigation conducted by the Palo Alto County Sheriff’s Office. As a result of the investigation, the Palo Alto County Sheriff’s Office also executed a search warrant at Millican and Finnestad’s residence.

Randel Millican was charged with three counts of delivery of a controlled substance within 1,000 feet of a public school, which are class D felonies. Millican was also charged with child endangerment, which is an aggravated misdemeanor. Millican’s bond was set for $10,000.00 cash only. Following the search warrant, Millican was charged with possession of controlled substance 2nd offense= aggravated misdemeanor; possession of drug paraphernalia= simple misdemeanor; and open container in a motor vehicle= simple misdemeanor.

Lana Finnestad was charged with child endangerment, which is an aggravated misdemeanor. Finnestad’s bond was set for $6,500.00 cash only. Following the search warrant, Finnestad was charged with possession of controlled substance 1st offense= serious misdemeanor and possession of drug paraphernalia= simple misdemeanor.

Both Millican and Finnestad were transported, without incident, to the Palo Alto County Jail and booked in to await their initial appearance before a magistrate. The Palo Alto County Sheriff’s Office was assisted on the drug investigation, arrest warrants and search warrant by the Emmesburg Police Department.

A criminal charge is merely an accusation and the defendant is presumed innocent unless and until proven guilty in a court of law.
