On Friday, August 5, 2022, at 3:15 a.m. the Palo Alto County Sheriff’s Office conducted a traffic stop on a vehicle in the 300 block of South Street in Mallard, IA. As a result of the traffic stop, the Palo Alto County Sheriff’s Office charged Robert Dale Ryker (47) of Spencer, for Failure to Have a Valid Driver’s License, Failure to Prove Security Against Liability, and Fraudulent Use of Plates, all Simple Misdemeanors. It was discovered during the traffic stop, that Ryker had several arrest warrants from surrounding counties. Ryker was subsequently arrested on valid Dickinson County Arrest Warrants for Failure to Appear on original charges of Possession of Methamphetamine 1st offense, Possession of Drug Paraphernalia 3rd offense, and No Driver’s License. Ryker was unable to post the $1,600 cash bond and was transported to Dickinson County to be held on the warrants.
Assisting the Palo Alto County Sheriff’s Office with the arrest was the Emmetsburg Police Department and Wickman Towing.
A criminal charge is merely an accusation and the defendant is presumed innocent unless and until proven guilty in a court of law.
